The first shootings of Jews in Skuodas began at the end of June 1941. Arrested Jews were driven out of the Skuodas Riflemen's Union building in groups and shot on the outskirts of the city along with Soviet activists and Soviet prisoners of war. The shootings were mainly carried out by white armbanders from Skuodas led by Kostas Vasaras. In mid-July 1941 (around the 13th), a Skuodas auxiliary police unit together with German soldiers killed about 30 Jewish men near the village of Kulai (2 km from Skuodas). A few days later, about 30 Jewish men were brought to the same place. They were shot by the same auxiliary police unit. There were several Germans who also participated in the shooting, killing the wounded with pistols. After the shootings, only about 20 Jewish men remained in Skuodas. They were locked in the Riflemen's Union building. About 500 Jewish women and children were held in the synagogue. The total number of victims is about 500.
