Located near downtown Davenport, the Dillon Memorial Fountain is a historic structure. It is a testament to John Forrest Dillon, a well-known attorney who served as an Iowa Supreme Court Justice and a judge on the United States Circuit Court. The fountain was built between 1918 and 1919 as part of a riverfront development program by the Levee Improvement Commission. Today, it stands on Main Street, acting as a southern anchor, facing the Civil War Monument twelve blocks to the north on top of the bluff.

The fountain, designed by New York artists Franklin and Arthur Ware in association with Paul Schultz, showcases a towering, fluted column, a circular basin that functions as a fountain, and a lantern on a platform capital. The fountain's decor is complete with bas-relief panels of lion heads and garland swags, as well as a bas-relief likeness of Judge Dillon on the column. It is built in Bedford, Indiana limestone in a Neoclassical style.

After some city renovations in the late 20th century, which included the demolition of the Municipal Natatorium and the Lend-a-Hand building, the memorial returned to its original state. Main Street was then closed south of River Drive and the area was incorporated into LeClaire Park in 1997, with a brick plaza built around the fountain.
