Designed in 1916 by Werner Hegemann and his firm, the Highlands Historic District in Wauwatosa, Wisconsin, enforced a rule – home purchases were only for the 'white race.' This discriminating practice persisted until 1968, when protests led by the Milwaukee NAACP Youth Council, Vel R. Phillips, and James Groppi, inspired by the Fair Housing Act, put a stop to it. Today, the district comprises 323 contributing structures. One such structure? The singed Kamm house, which should have shimmered in opulence, but is instead remembered for its conflagration – it went up in flames in 1966.
