Conceived by local resident Asher Milgrom in 2003 as a heartfelt tribute, it has evolved into a community effort backed by the city, officially unveiled on November 14, 2010.

As of May 25, 2015, the memorial displays the names of 6,829 brave individuals, each stone panel containing 350 names etched in memory. These names serve as badges of honor, each signature being a silent testament of courage, duty, and selflessness, engraved upon the granite-covered pedestals.
